Where in California law does it say you turn your next year old day before your birthday?

I remember in my senior high school year i was taught you turn your next year old on the day before your birthday. (if you were 10 and your birthday was on January 2nd, you’d [legally] turn 11 on January 1st).

I havn’t been able to find anything since then to show that though. Does anyone know where i could see where that (california or other state law) is explained or stated online?

All i’ve been able to find is from Virginia:

“When does a person reach their 21st birthday? The Attorney General’s Office has opined that a person attains his/her next year of age on the day prior to his/her birthday.”
(i was taught this by a police officer in law enforcement class btw)

That opinion is based on the presumption you are 1 day old on your birthday, when in fact you are zero days old. I don’t believe it is the norm in other states.
